Perfectly true. But as only a tiny proportion of people of any gender will ever participate in such councils it is a trivial point. Very few talking shops make any important decisions relevant to citizenship. The real decisions are made behind closed doors by a miniscule elite.
If you are talking representation rather than participation and believe that people are more likely to be adequately represented by members of their own gender (I don’t, except on a very small proportion of issues) then you may have a somewhat greater point but I still don’t think it’s terribly important in most cases (it probably is in regards to House Judiciary Subcommittee on the Constitution and Civil Justice though).
But if you mean opportunity you have a much stronger point, though for many of the examples on the tumblr site I think we are talking not equal opportunity but equal opportunism.
